If someone stands between the golfer and the target and is looking at a profile of the golfer in the setup position. Should the golfer's left elbow protrude a bit further the right and as such, the right elbow cannot be seen by the person who is looking at the golfer?

Yes you are correct. The right shoulder should be even with or slightly behind the left shoulder at address.
